Riga Waterfront at a glance

A new district, on the Daugava riverfront.

Riga Waterfront is Eagle Hills' 55-hectare development along a 5 km stretch of the Daugava River in Riga, the capital of Latvia. Homes, shops, offices, yacht marinas and cultural spaces are planned around The Powerhouse, Riga's first power station, restored as a hub for dining, shopping and leisure, with a tram line at the doorstep.

Pier Residences, the latest release

Four residential buildings have been launched and sold; Pier Residences is the newest, with more phases to come. Its apartments, including mansard homes on the sixth floor, look toward the waterfront and The Powerhouse.

In the European Union

Latvia is a member of the European Union, the eurozone and the Schengen area. Homes are sold freehold, and prices include 21% VAT.

A route to EU residency

Buyers from outside the EU can apply for a Latvian temporary residence permit through their purchase, for themselves, their spouse and children under 18. The permit is decided by the Latvian authorities and is not guaranteed.

Riga Waterfront FAQs

Questions buyers ask about Riga Waterfront

How does buying at Riga Waterfront lead to EU residency?

Buyers from outside the EU who buy a home worth at least €250,000 at Riga Waterfront can apply for a Latvian temporary residence permit. The permit is formally linked to the home once it is completed and registered in your name. To apply sooner, Eagle Hills offers a two-step route: a refundable €100,000 investment starts your application now, and is returned or set against your final payment when the home is delivered, so the payment plan does not change.

What does the residence permit allow?

Travel within the Schengen area for up to 90 days in any 180, the right to live and work in Latvia for you and your spouse, and access to Latvian public schools for your children. Your spouse and children under 18 can be included; dependent parents are considered case by case.

How long is the permit valid, and how often must I visit Latvia?

The permit is valid for five years and can be renewed every five years for as long as you own the home. It is registered once a year, which needs one visit; there is no minimum stay.

Is residency guaranteed?

No. The decision belongs to Latvia’s Office of Citizenship and Migration Affairs. If the permit is refused, €90,000 of the €100,000 investment is refunded. Nationals of Russia and Belarus cannot currently apply. Eagle Hills does not handle applications itself; an advisor can introduce you to the service providers who do.

What does residency cost beyond the price of the home?

A state fee of 5% of the purchase price when the permit is based on the property (€10,000 when it is based on the €100,000 investment), application fees of €160 to €560 per person, yearly registration fees of €75 to €290 per person, and legal fees of about €5,000 to €10,000. Health insurance and proof of funds are required.

How long does the application take?

A decision is usually made within 30 days of submitting the documents, but checks can extend this to four months; with the purchase itself, the whole process typically takes four to six months.

Is there a path to permanent residence or citizenship?

After five years of temporary residence, living mainly in Latvia and passing an A2 Latvian language exam, you can apply for permanent residence. Citizenship may follow after ten years in total, with language and history tests.

Can I rent out my home?

Yes. There are no restrictions on letting a home that qualifies for the residence permit.
