Buying Property in the UAE
Buying Property in Abu Dhabi as a Non-Resident: The Complete Remote Guide
Can a non-resident buy in Abu Dhabi? The remote process step by step: costs, mortgages, escrow, power of attorney, the Golden Visa, and how XIS works with buyers abroad.

Short answer. Yes. You do not need to live in the UAE, or hold a UAE visa, to buy property in Abu Dhabi. Foreign buyers can own freehold in the emirate’s 50 investment zones, including Saadiyat, Yas, Al Reem and Al Raha Beach. The whole purchase can be completed from abroad: viewings by video, contracts signed electronically or through a power of attorney, payments by international transfer, and the title deed registered in your name.
Why buyers abroad choose XIS
Buying from abroad means trusting someone on the ground with decisions you cannot check in person. XIS Real Estate is built for that role, and our approach fits in one line: Data first. Strategy always.
| What a buyer abroad needs | What XIS gives you |
|---|---|
| The real price, not the brochure price | Every option checked against ADREC registered sales. We publish the quarterly Abu Dhabi market report and building-by-building price analyses of six areas, so you can see our evidence before you trust our advice. |
| Choice across the market | Approved partner of 17 of the UAE’s top developers, including Aldar, Modon, Eagle Hills, Reportage and Sobha Realty. We compare projects across developers instead of selling one developer’s stock. |
| Someone on the ground, start to finish | One adviser from the first call to the keys: viewings, contracts, escrow checks, mortgage, power of attorney, transfer, handover and leasing. You never need to fly in. |
| Honest advice, including “don’t buy” | Our research names the launches priced far above resales and the areas where supply is building. We tell clients when a project does not stack up. |
| No surprises on fees | Off-plan: the developer pays us. Resale: one commission, set out in a written contract registered before you pay anything. |
| Someone accountable | Licensed by ADREC (No. 20250000412481), rated 4.9 on Google, research reviewed by our founder, Nihal Ismail. |

Can a non-resident buy property in Abu Dhabi?
Yes. Since Law No. 13 of 2019, foreign individuals and companies can own freehold land and property inside Abu Dhabi’s investment zones, and sell or mortgage it (Al Tamimi & Company). Residency is not a condition. The Abu Dhabi Real Estate Centre (ADREC) brought the number of investment zones to 50 in the first half of 2026 (ADREC, H1 2026).
Outside the zones, foreigners can only hold time-limited rights. For the full comparison, see Freehold vs Leasehold in Abu Dhabi.
How to buy from abroad, step by step
- Video consultation. Agree your goal (income, growth, a future home or residency), budget, and whether you will pay cash or use a mortgage. At XIS, this is a call with an adviser who specialises in Abu Dhabi, not a call centre.
- Shortlist and price check. Compare each option with registered sales of similar units, so you know what the price really is before you commit. XIS checks every price against ADREC registered transactions, the same data behind our quarterly market report.
- Viewings. Live video tours of the unit, the building and the community, filmed and narrated by your XIS adviser, or in person if you are visiting.
- Contract with your agent. For a resale, Abu Dhabi rules require a written brokerage contract on the approved template, registered before any money changes hands (Gulf News). XIS registers it before you pay anything.
- Identity check. Your adviser and the developer need a copy of your passport.
- Reservation and sale agreement. These can usually be signed electronically. Where a signature in person is needed, a person you appoint under a power of attorney signs for you. XIS goes through every clause with you before you sign.
- Payment. By international bank transfer. Off-plan instalments go into the project’s escrow account; a resale is paid at the transfer, as set out in the sale agreement. XIS confirms the escrow account belongs to your project before your first transfer.
- Registration. The transfer is registered on DARI, ADREC’s platform, and the title deed is issued in your name. Al Reem and Al Maryah are registered with Abu Dhabi Global Market (ADGM) instead. XIS manages the transfer with your attorney.
- Handover and after. XIS inspects the unit at handover, arranges utility connections, and can lease and manage it for you.

Paying for it: cash or mortgage
- Mortgages for non-residents exist, but lend less. The UAE Central Bank publishes no separate cap for non-residents. In practice, most banks lend 50% to 60% of the value, compared with up to 80% for a resident’s first home under AED 5 million (Real Estate Club Dubai, April 2026).
- Off-plan is harder to finance. Many banks cap off-plan loans at 50% or do not lend on off-plan at all (same source). Most non-residents buy off-plan with cash, using the developer’s payment plan.
- Ask before you reserve. Get a bank’s approval in principle before you sign, so the deposit is not at risk if the loan is smaller than expected.

What it costs
- Registration fee: 2% of the price, paid to ADREC; the contract says whether buyer or seller pays it (UAE Expert Hub). Dubai’s equivalent is 4%.
- Agent’s fee: on off-plan purchases, XIS is paid by the developer. On a resale, the buyer pays XIS a brokerage commission agreed in the registered brokerage contract before the purchase goes ahead.
- Mortgage costs, if you borrow: the bank’s arrangement and valuation fees, and mortgage registration.
- Running costs: annual service charges, which vary by community, and utilities.
- Tax: individuals, resident or not, are generally not subject to UAE corporate tax on income from property they own, as long as it is not a licensed business (Gulf News). Your home country may tax rent or gains; ask a tax adviser there.
Is my money safe if I buy off-plan from abroad?
Abu Dhabi law gives off-plan buyers strong protection. Under Law No. 3 of 2015, amended by Law No. 2 of 2025 (King & Spalding, May 2026):
- Every off-plan project must have its own escrow account with an approved trustee, and your instalments go into it.
- The money can only pay for construction, financing and completion costs, never for the land or agents’ commissions.
- The developer cannot draw on it until 20% of construction is complete, unless it posts a bank guarantee and meets strict track-record conditions.
- A 2025 decision sets refund and compensation rules if a unit is cancelled.
Check that the escrow account named in your contract belongs to the project you are buying. And check the price against resales nearby: in some areas, launches sell far above what similar finished homes fetch. See Are Abu Dhabi off-plan launches overpriced?
Buying a launch from abroad? Send XIS the project name. Before you reserve, we send you its price against registered resales, the cash you will need at each stage, the supply competing with it at handover, and its net yield after costs.
If you cannot travel: power of attorney
You can appoint someone in the UAE to sign and attend the transfer for you. A power of attorney signed outside the UAE must be notarised and legalised for use in the UAE, and translated into Arabic. Choose someone independent of the sale, such as a lawyer or a family member, and have a UAE lawyer approve the wording before you sign it.
Does buying give you residency?
Property worth AED 2 million or more can qualify you for the 10-year Golden Visa. In Abu Dhabi at least AED 2 million of your own money must be in the property: a mortgage can only cover the value above that, and on off-plan property at least AED 2 million must already be paid to the developer (Abu Dhabi Residents Office). The visa is optional: you can own property without living in the UAE.
Paying with cryptocurrency
Possible in some cases, through regulated channels. See Can you buy property with cryptocurrency in the UAE?

What you receive before you commit
Name a project or an area, and XIS sends you the same analysis we run before advising any client:
- The price against registered comparables.
- The payment plan and the cash you will need, stage by stage.
- The supply competing with it at handover.
- Net yield and break-even scenarios, after costs.
If the numbers do not work, we will say so. A buyer who avoids a bad purchase on our advice is a client who comes back for the right one.
